Out of 17 recertification participants, MEZHA identified data indicating potential non-compliance with integrity criteria for 9 employees. All materials were submitted by MEZHA to the Evaluation Commission for consideration during the assessment.
Last week, the ESBU Evaluation Commission published the interview results. 5 out of the 9 officials previously flagged by MEZHA failed the evaluation. They will be dismissed shortly.
Serhiy Zhuravlyov — Acting Head of the ESBU Territorial Office in Volyn Oblast
MEZHA identified several indicators questioning his compliance with integrity criteria:
- Ties to the Russian Federation (Russian passports and parents’ business), as well as numerous trips to occupied Crimea after 2014.
- Declared “cryptocurrency” worth over UAH 1.6 million, which actually did not exist.
- Family property worth nearly UAH 30 million without a clear source of funds and underreporting of declared asset values.
Serhiy Muntyan — Head of the ESBU Territorial Office in Odesa Oblast. MEZHA highlighted:
- Involvement in the failure of the ESBU’s fight against “black grain” and mentions in the context of the “grain corridor” case.
- Ties to Oleh Tatarov and figures in the “Mindychgate” scandal.
- Family assets estimated at approximately UAH 48 million, most of which are registered under relatives and at significantly undervalued prices.
Oleh Borysenko — Head of the ESBU Territorial Office in Chernivtsi Oblast
️As a reminder, last year Borysenko was a candidate for the Director of the ESBU, and prior to that, a candidate for Head of SAPO.
While working as a NABU detective, Borysenko was featured in a disciplinary investigation following the scandal involving LLC “Optimumspecdetail” in the “Ukroboronprom” case. According to investigators, the state budget lost over UAH 46 million in unpaid taxes through this scheme.
During his interview for the position of Head of SAPO, Borysenko confirmed he had been suspended from work due to this case, though he avoided disciplinary liability due to the expiration of the statute of limitations.
Additionally, Borysenko owns 7 real estate properties in Kyiv and the surrounding region, most of which are registered under his wife.
Yevhen Berezovyi — Head of the Material and Technical Support Department
Indicators of potential non-compliance with financial integrity criteria were identified. The official’s parents acquired property with an estimated market value exceeding UAH 13.6 million over six years, despite lacking confirmed official income sufficient for such purchases.
Berezovyi declared the use of only part of his parents’ property, although there are additional signs of him using an apartment in the “LIKO-GRAD Perfect Town” residential complex and a Volkswagen Passat B8 vehicle, neither of which were disclosed in his asset declaration.
Oleksiy Drozd — Head of Department
- Drozd co-authored academic papers with Oleh Tatarov, who also served as an opponent during the dissertation defenses of Drozd’s family members.
- His father represents the “Servant of the People” party and heads the Kirovohrad Oblast Council.
MEZHA established that Drozd and his close relatives acquired property with an estimated market value of over UAH 33 million, with reasonable doubts regarding financial capacity for certain assets and signs of significant price undervaluation.
Following a request from MEZHA, the NACP is already conducting a lifestyle monitoring of Oleksiy Drozd.
