Dmytro Zabavsky – current official of the State Customs Service of Ukraine, deputy director of the department and head of the operational department for combating smuggling. In 2022 – acting deputy head of Odesa Customs.
And it was during this period that schemes to hide goods from customs clearance and export “black grain” flourished at Odesa Customs. In 2022, losses due to undeclared income from export operations, resulting in unpaid taxes, are estimated at UAH 5.2 billion.
Important: Zabovsky himself notes that he was responsible for:

◾️combating smuggling and violations of customs rules.
That is, as one of the leaders, Zabovsky is responsible for all processes that took place at the Odesa Customs.
In 2022, the VRU Committee on Finance and Customs Policy recommended reviewing personnel decisions regarding the heads and their deputies of the Odesa, Zakarpattia and Volyn Сustoms.
These recommendations were adopted precisely at a time when Zabavasky was already holding a leading position in Odesa.
How can an official, during whose tenure the Odesa Customs Service was involved in one of the largest corruption scandals, and budget losses reached UAH 5 billion, be able to reform the entire customs service?
His professional competence to head the State Customs Service of Ukraine is questionable.
