“Ukraine still lacks a unified legislative framework for reconstruction. As a result, decisions are made in a non-transparent manner, communities receive aid unevenly, and the scope for political corruption only grows,” said Vladyslava Rudyka, an expert at MEZHA, in her speech.
The lack of a unified legislative framework creates chaos. Without a law on the principles of reconstruction, no transparency tools will work systematically.
Currently, decisions are made based on different logics, criteria are not defined, and access to information depends on the will of specific officials. As a result, some communities receive funding and projects, while others wait years for even basic work to be done.
What should the legislative framework for reconstruction change?
– Clear criteria and priorities for making decisions on projects.
– Transparency and accountability at every stage.
– Equal rules for all regions, without “manual” distribution of resources.
– Protection of communities from political manipulation and selective decisions.
– Full access to information so that residents understand what, when, and for how much money reconstruction is taking place.
Without this, trust in the reconstruction process will remain low.
