Customs candidate Boiko was responsible for “internal security” in Odesa during the grain schemes

Oleksandr Boiko, head of the legal department of the Lviv Customs, applied for the position of head of the State Customs Service.

Prior to that, he headed the internal security department of the Odesa Customs Service during the scandalous “grain” schemes, when the customs service was headed by another candidate, Mykhailo Miroshnychenko (who liked to register property in the names of his wife and mother-in-law).

🔴 From August 2022 to January 2023, Miroshnychenko headed the Odess Customs, and Boiko was in charge of internal security. It was then that the State Bureau of Investigation uncovered a scheme to conceal goods from customs clearance, resulting in losses to the budget of UAH 47 million.

🤡 Meanwhile, Boyko’s official duties included identifying violations of the law by customs officials and cooperating with law enforcement agencies.

🔴 The Security Service of Ukraine and the Economic Security Bureau established that over 1 million tons of grain of dubious origin was exported through Odessa ports in 2022. The estimated losses amount to UAH 5.2 billion per year.

🔴 The Temporary Investigation Commission pointed to the negligent performance of duties by the management of the State Migration Service and Odesa Customs, which allowed the schemes to operate. Given that the export of black grain is impossible without the involvement of customs, questions about internal security naturally arise.

❗️And now Miroshnychenko’s subordinates, the people whose work caused the Odesa customs office to be embroiled in scandals, also “want to reform customs.”
