Prosecutor General Kravchenko’s russian Footprint: Passports, Business, and Taxes in russia

    Kravchenko is undermining his own position.

    The recent appointment of Illia Kyva’s former defense lawyer, the controversial attorney Oleksii Shevchuk, to the SAPO competitive commission, the threat “I will come for each of you personally”, the fabrication of cases against anti-corruption detectives, and attempts to dismantle NABU and SAPO – all of this confirms the theory: this iteration of the Prosecutor General’s Office is imitating the worst practices of russian “law enforcement”.

    While Prosecutor General Ruslan Kravchenko publicly searches for a “russian trace” within NABU and other anti-corruption bodies, that trace appears to be much closer, within his own inner circle.

    We have found confirmation that:

    • Kravchenko’s father became a russian citizen during the full-scale war,in 2023. He obtained russian citizenship and made regular trips from the so-called “luhansk people`s republic” to the Voronezh and Rostov regions of russia;
    • Deputy Prosecutors General have business interests in the so-called “lpr”, pay taxes to the russian federation’s budget, thereby supporting the russian army, and have relatives holding russian citizenship.

    This raises an obvious question: how did Kravchenko and his deputies pass the Security Service of Ukraine’s background checks with such a russian footprint?

    The Prosecutor General is one of the key actors behind the attack on NABU under the pretext of searching for a “russian trace”.

    However, as it turns out, Kravchenko himself has direct family ties to the aggressor state.

    MEZHA has obtained information from the russian registry confirming that Prosecutor General Kravchenko’s father holds russian citizenship. Andrii Kravchenko received a russian passport in June 2023. This occurred one year after the occupation of Sievierodonetsk, where he lived. At the same time, Ruslan Kravchenko was beginning to advance in his political career, having just been appointed as a head of the Kyiv Regional Military Administration.

    We verified the document on the russian tax service website, which also included the tax code of his father.

    After obtaining a russian passport, Andrii Kravchenko began traveling actively between russia and the occupied Luhansk region. Between June and September 2023, he crossed automobile checkpoints at least four times in his Dacia Logan vehicle: three times through the “Bugayovka” checkpoint between russia’s Voronezh region and the so-called “lpr”, and once through the “Chertkovo” checkpoint in russia’s Rostov region. Initially, the Prosecutor General’s father used Ukrainian license plates, but later he re-registered his vehicle under russian plates.

    In December 2025, Ruslan Kravchenko appointed Viktor Lohachov as Deputy Prosecutor General. Like Kravchenko, Lohachov is a native of the Luhansk region, where he began his prosecutorial career in 2009.

    The father of the Deputy Prosecutor General, Serhii Lohachov, is a minority owner of LLC “Vodomyir”, which was registered under russian law at the end of November 2022.

    The company sells drinking water through kiosks in occupied Luhansk, has a charter capital of 3 million rubles, and since its registration has contributed over 800,000 rubles to the russian budget.

    This is not the only company of the Lohachov family in the “lpr”. Relatives of the top official, Yurii Lohachov and Raisa Lohachova, are co-owners of the eponymous LLC “VODOMIR” and also have business interests in the occupied part of Ukraine. Yurii Lohachov is the sole owner of LLC “DELTA”, while Raisa Lohachova owns LLC TCF “VALTAN” and LLC “ROVENKY INVEST 2008” (links accessible via VPN).

    All the companies mentioned above are “active”, meaning they have charter capital, assets, and, most importantly, conduct business activities and generate profit. 

    Since their registration, which occurred after the full-scale invasion, the official’s family business in the “lpr” has contributed over 1.5 million rubles in taxes to the russian budget (namely, supporting the russian army), while generating more than 11 million rubles in income for the Lohachov companies.

          Relatives with russian Passports: Deputy Prosecutor General Maksym Krym

    In June 2025, Ruslan Kravchenko appointed another deputy – Maksym Krym. Both had previously served in the military prosecutor’s office.

    His wife, Hanna Krym (née Yushkova), was born in Crimea. According to social media, the deputy prosecutor’s mother-in-law and father-in-law, Larysa Yushkova and Viacheslav Yushko, still reside on the occupied peninsula.

    MEZHA obtained information about russian passports issued in the names of the deputy’s mother- and father-in-law shortly after the occupation of the peninsula in April 2014. Verification via the russian tax service confirms the authenticity of the documents and also provides their tax identification numbers (“INN” in russian).

    Maksym Krym’s wife did not remain without russian documents either. Information obtained by MEZHA indicates that she also received an “INN” from the occupiers, although it is linked to her birth certificate.

    It is obvious that obtaining such documents requires personal presence. We leave open the question of whether the Deputy Prosecutor General’s wife actually visited occupied Crimea.

    We cannot overlook the First Deputy Prosecutor General – Mariia Vdovychenko. Previously, the Anti-Corruption Action Center reported that her brother served in the military prosecutor’s office of the aggressor state, and that her father has business in occupied Crimea.

    Under Ruslan Kravchenko’s tenure, the “Leadership” section on the Prosecutor General’s Office website has come to resemble the “Myrotvorets” database: the Prosecutor General himself and three of the five deputies have ties to the aggressor state. Importantly, these individuals have access to information on all criminal proceedings, including those in the defense sector, and can hold anyone accountable, from members of parliament to the prime minister.

    This is the highest number of people with Russian ties leading the country’s main criminal justice body since Yanukovych, and it is clearly harmful to the state. During wartime, this not only makes the country vulnerable to influence from its eastern neighbor but also clearly does not bring our country closer to Western values.

    The solution is obvious: Ruslan Kravchenko must be immediately dismissed from his position. Meanwhile, the draft law on the competition for the Prosecutor General’s post should be submitted to the Verkhovna Rada and voted on.

    The European Union has officially set requirements for Ukraine for 2026. Among them is the holding of open competitions for the positions of Prosecutor General and heads of local prosecutor’s offices.

    Volodymyr Zelensky, the question is direct and public: why do you still keep Ruslan Kravchenko in the position of Prosecutor General?
