This analytical brief has been prepared by the MEZHA Anti-Corruption Center as part of the project “Transparent and accountable reconstruction.”
The brief identifies the main challenges that the public perceives in the field of recovery, explains every shortcoming of the process alongside cases of their implementation, and recommendations for their elimination.
This brief is meant for a wide range of stakeholders: the Vice Prime Minister for Recovery of
Ukraine, the Ministry for Development of Communities and Territories of Ukraine (hereinafter
referred to as “the Ministry for Development”), the State Agency for Recovery and Infrastructure Development of Ukraine (hereinafter referred to as “the Recovery Agency”), donors, civil society representatives, local governments, and society in general.
The purpose of this analytical brief is to raise awareness among the society and international partners about Ukraine’s recovery processes. The brief reflects the civil society’s vision of what the recovery architecture should look like and how to ensure transparency and effectiveness in the recovery efforts.
